Overview

The Emilia-Romagna region comprises 331 municipalities that are grouped into one Metropolitan City (Bologna) and 8 provinces (Ferrara, Forlì-Cesena, Modena, Parma, Piacenza, Ravenna, Reggio Emilia and Rimini). The regional population has reached 4,461,612 residents (1/1/2018).

The economic system is increasingly focused on international markets and features: high rate of entrepreneurship, strong manufacturing sector, high level of innovation, wealth per capita higher than the Italian and European average.

Emilia-Romagna is the Italian region with the highest proportion of R&D personnel per 1,000 inhabitants (7.2% in 2015 while Italian average is 4.3%). The region has the highest innovation capability at national level, alongside a few other regions, according to the Regional Innovation Scoreboard (EC, 2017). There are 31,919  employees in R&D sectors, while total investment in R&D amounted to 2,681 million Euro in 2015. Patent  applications per million of inhabitants (EPO) are higher than the Italian and European averages.




The labour market in Emilia-Romagna is one of the most dynamic at national level, as shown by the high employment rate (20-64), which exceeds the averages for EU28, Italy and North-East Italy (2017).

One of the core aspects of the regional development model is its ability to combine economic competitiveness with social cohesion. In fact, the unemployment rate and the population at risk of poverty and social exclusion in the region are lower than the Italian and European averages. Health and social services are widespread and effective. Moreover, the huge and diversified cultural and natural heritage of Emilia Romagna places the region among the national and international leaders of excellence.

Emilia-Romagna is the first Italian region according to the Digital Economy and society Index (DESI) and Bologna is the leading Italian city according to the Smart Cities Index 2016 (source: Ernst & Young) and also ranked at the top of the iCity rating 2017 (source: ForumPA).
