Emilia-Romagna is a region open to new foreign investment and with an economic system that is highly export-oriented.

  • The region is a strategic location for Foreign Direct Investment, as confirmed by: the "European Cities & Regions of the Future 2018/19" report, released by the Financial Times FDI division, that ranked Emilia-Romagna as Top 6: Southern European Region, and Top 5 ‘Large European Region for FDI Strategy’.

Emilia Romagna Region

  • Emilia-Romagna is one of the most attractive Italian regions for flows of Foreign Direct Investment (source: Italia Multinazionale 2017). On July 2014, the regional government approved a new law for the Promotion of Investments in Emilia-Romagna (Reg. Law n.14/2014). Two calls have been published - in 2016 and 2017 – for the Agreements for Settlement and Development of Enterprises, and other calls will follow. The calls have completed the procedure of selection with 18 companies financed, 560 million euro of total investments and 1,456 additional jobs (823 graduates, more than 400 new researchers).

  • Emilia-Romagna, with 25 thousand exporting companies, is the leading Italian region for export value per capita and the third for total exports. The regional production system is highly export-oriented: regional imports amount to 36.4 billion euro while exports amount to 63.4 billion, representing 13.7% of the Italian total (2018, Istat-Coeweb);


  • The following chart shows foreign trade figures for key sectors. Mechanical Engineering has the highest amount of imports and exports, being a cluster that develops process and product innovations that are essential for other value chains as well.

  • Export, some regional specializations (2018):
  • Tiles and ceramics: 94% of the national total
  • Meat and meat-based products: about 39% of the national total
  • About one fourth of Italian exports of ‘agricultural machinery’ (29%), ‘other general purpose machinery’ (29%), ‘tubes, pipes, hollow profiles and related fittings’ (26%) and Manufacture of Dairy Products (24%)
  •  One fifth of national exports in wearing apparel, except fur apparel’ (22%), ‘motor vehicles’ (19%), ‘other special purpose machinery’ (21%) and ‘knitted and crocheted apparel’ (20%) come from Emilia-Romagna

  • Regional economic growth is increasingly driven by exports. The following chart shows this positive trend and also how Emilia-Romagna has fully recovered the impact of the financial crisis in 2009-10.

  • Access to international markets: Emilia-Romagna is the first Italian region for export per capita and has strong trade exchange both at European and global level.
