According to the benchmarking of the Regional Innovation Scoreboard (EC, 2014), Emilia-Romagna shows the highest The region has the highest innovation capability at national level, alongside a few other regions, according to the Regional Innovation Scoreboard (EC, 2014). The following indicators show a strong commitment of the economic system towards innovation.

There are 29,543  employees in R&D sectors, while total investment in R&D amounted to 2,357 million Euro in 2013. Emilia-Romagna is the Italian region with the highest proportion of R&D personnel per 1,000 inhabitants (6.7% in 2013 while Italian average is 4.1%).
