New call to attract innovative investments in Emilia-Romagna

Caviro: new investment financed by Development Contract

14/10/2020 - “ATTRACTION OF INVESTMENTS IN EMILIA-ROMAGNA”, the fourth call to enter into Agreements for the Settlement and Development of Enterprises has been published after the approval the 5th of October 2020 (Resolution n. GPG/2020/1320). Applications can be submitted from the 1st of December 2020 to the 1st of February 2021.
The Agreement is a policy instrument provided by the Regional Law 14/2014 for the Promotion of the Investments. About 15 million euros of resources are available for the present call, with the objective to support investments of regional interest that increase the competitiveness and innovative capacity of the regional value chains, with a focus on high technology and employment impact.



  • foreign/national companies not already settled in the region that intend to invest in Emilia-Romagna (with at least one local unit to be settled before the signing of the Agreement)
  • regional companies already settled in Emilia-Romagna

TYPES OF INTERVENTION provided by the call are the following:

  • R&D - Research and development – this type of intervention is mandatory to be eligible for the call
  • Research facilities
  • Environmental protection: energy efficiency, co-generation in energy production, energy from renewable sources, recycling and reuse of waste,
  • Training projects
  • Hiring of disadvantaged workers and disabled workers


Only for companies not already settled in the region before October 5, 2020 (data of publication of the call):  

  • Productive investments and advisory services for SMEs
  • Productive investments for large companies, only in assisted areas


The MAXIMUM AMOUNT OF AID for each approved investment programme will be:

  • 1 million euro for investment programmes hiring from 20 to 49 additional employees (of which at least 30% have to be graduated)
  • 2 million euro for investment programmes hiring from 50 to 69 additional employees (of which at least 30% have to be graduated)
  • 4 million euro for investment programmes hiring from 70 to 149 additional employees (of which at least 30% have to be graduated)
  • 7 million euro for investment programmes hiring over 150 additional employees


  • Minimum amount of the mandatory R&D investment is 2 million euros  
  • Minimum employment impact is 20 additional employees 
  • Additional employees will be computed starting from the data of the approval of the call (5th of October 2020)
  • Participation for new companies is allowed if they meet the following 2 requirements: 1) have a corporate structure made up of at least two subjects with legal personality, independent of each other and not belonging to the same Group; 2) at the time of submitting the application, have a share capital approved amounting at least to same value of the requested contribution
  • A second period to present proposals will be open if resources will be still available after approval of the investments presented before the first deadline



RESULTS OF THE 1st, 2nd AND 3rd CALL (2016-17-19)

  • 49 investment programs
  • 2,029 new jobs (+159 jobs reintegrated with the first call)
  • 16 R&D centres open to third parties
  • 246 million euros of investments
  • 85 million euros of public grants
  • Among the selected companies, 12 are owned by foreign investors: AVL, Teko Telecom (JMA Wireless), Eon Reality, IBM, B.Braun, Lamborghini e Ducati (part of Volkswagen/Audi group), Qura, FEV Italia, Bellco, Isotta Fraschini, Borgwarner Systems Lugo
