EU Regional Innovation Scoreboard 2025

Emilia-Romagna region is at the forefront in Italy according to the European Innovation Scoreboard 2025. The region - classified as a strong innovator - has a score higher than the EU average and at the top in Italy, preceded only by the Autonomous Province of Trento. Italy as a country is classified as a “moderate innovator”. 

Emilia-Romagna is above the EU average on most of the sub-categories of the scoreboard. As concerns the “Intellectual assets”, Emilia-Romagna is first in Europe (out of 241 regions) for the “design applications” along with other three regions. The region performs very well also as concerns “innovators”, in particular with the indicators “SMEs introducing product innovations” and “SMEs introducing business process innovations” (29th and 31st out of 241 regions). As concerns the “Attractive research system”, the region is over 125% of the EU average for “International scientific co-publications”, also thanks to its top university system.

The Regional Innovation Scoreboard 2025 (RIS) is a composite index, which builds on the same methodological framework as the European Innovation Scoreboard (EIS), although it considers fewer indicators due to lower data availability at regional level (23 indicators compared to 32 in the EIS). Similarly to the EIS, the RIS measurement framework is divided into four main categories and 12 dimensions to assess regional innovation performance. The four categories are Framework conditions, Investments, Innovation activities, Impacts.
